ci: 添加自定义CodeQL工作流 - 使用JDK 21手动构建

CodeQL默认自动构建使用JDK 17，但项目jvmToolchain要求JDK 21导致构建失败。改为manual模式，显式setup-java 21并用gradlew assembleAppDebug构建。
